Creative development earns its budget when it produces a premise, script logic, key frames, a feasible production method and a tested high-risk shot. Those materials allow a client to compare real estimates before committing to filming, CGI, AI generation or post-production.

Test the scene carrying the risk

If the test exposes an unworkable shot, the concept returns to development instead of carrying an unpriced assumption into filming or post-production.
